Thailand DTV Visa Changes 2026: New Residence and Police Clearance Rules
The first question used to be which documents to gather. Now there is an earlier one: will the consulate you have chosen accept your application? Here is what the official notices say, where local instructions differ and how to adjust your preparation.
The short answer
From 31 August 2026, new Destination Thailand Visa applications require proof of permanent residence in place of the previous current-location document, plus a criminal-record clearance certificate. A short trip to another country is no longer a sound basis for choosing where to apply. Check that the Thai embassy or consulate accepts your nationality or residence status before arranging an application trip.
Changes effective 31 August 2026, with examples from London, Singapore and Vientiane. Your responsible embassy or consulate determines the evidence it accepts.

What changed on 31 August 2026?
The Department of Consular Affairs announced the revision on 28 August. The Embassy in Moscow explains that it took effect at midnight on 31 August, Thailand time. These are changes to supporting documents; they do not replace the rest of the DTV checklist.
| Application item | Previous position | Revised position |
|---|---|---|
| Application location | Document showing current location | Evidence of permanent residence |
| Criminal-record evidence | Not part of this additional universal document pair | Criminal-record clearance certificate required |
| Other DTV evidence | Documents for the selected purpose | Still required alongside the revised documents |
Can you still apply during a short trip abroad?
Do not plan on using a tourist entry, hotel booking or convenient flight as proof that you qualify to apply through that country. Official posts now make nationality or permanent residence central to accepting DTV applications.
Vientiane explicitly limits its DTV applications to Lao nationals and permanent residents of Laos. Singapore says it grants the DTV only to Singapore citizens and Singapore permanent residents. These are concrete examples of why older accounts of a successful visa trip can be misleading today.
VisaOS preparation advice: establish the responsible consulate and the status it accepts before committing to travel for an application.
Permanent residence is not the same as permission to visit
The official notices use permanent-residence wording. Do not assume a work pass, student visa, rental contract or other lawful stay automatically meets it. A document can prove that you are in a country without proving the status the consulate now requires.
London gives UK indefinite leave to remain and Irish long-term residency as examples. It also requires applicants to be physically within its jurisdiction during processing. A passport nationality is therefore not a reason to ignore the local residence and presence instructions.
If your position is unusual, ask the consulate a specific question: “I hold this nationality and this residence status. Am I eligible to submit a DTV application through your consulate, and which documents must I provide?” Include the type of status and its validity dates.
Which police-clearance certificate do you need?
Osaka’s notice names a criminal-record clearance certificate from the country or territory of nationality or permanent residence. Confirm the issuing country, document type, age limit and any translation or certification requirements with the consulate handling your application.
For London, the current DTV checklist specifies a certificate issued within six months of submission and gives ACRO and the Irish police certificate as examples. That is a London requirement, not a six-month rule to assume for every post.
- Check the correct issuing authority before ordering.
- Make sure the certificate will still meet the consulate’s age limit when you submit.
- Ask about translation or legalisation before paying for an additional service.
- Keep the original document and the complete file you intend to upload.
What if you submitted before the change?
Moscow says applications submitted before 31 August continue under the previous document requirements. Vientiane is more specific: both submission and payment must have been completed before that date.
A saved draft is not evidence of a completed submission. If your application falls near the cut-off, keep the submission confirmation and payment receipt, and ask your consulate which transitional rule applies. Do not withdraw a pending application solely because you have read about the new rules.
Does this cancel an existing DTV?
The cited announcement concerns supporting documents for applications. It does not announce cancellation of already-issued DTVs. Nor should it be read as a new checklist for an extension of stay inside Thailand. If you already hold a DTV, follow the conditions on your visa and admission record; check extension requirements separately with Thai Immigration.
Your next steps, in the right order
Before polishing a portfolio or gathering bank statements, settle where you can apply. That decision determines which document checklist matters.
- Confirm the embassy or consulate responsible for your nationality and residence circumstances.
- Check which evidence it accepts for your status and whether you must remain there during processing.
- Order the correct police certificate with its validity window in mind.
- Gather the remaining professional, activity, identity and financial evidence for your route.
- Compare your completed documents against the current official checklist before submitting through Thai e-Visa.
